Homes England chief land and development officer quits

Homes England’s chief land and development officer Stephen Kinsella is to leave the agency after more than four years.

Kinsella will return to Barratt Homes next year as group major projects director. He worked at Barratt for 11 years as growth and partnerships director, before moving to the Homes and Communities Agency in June 2017.

During his tenure at Homes England he led a master developer strategy that saw Homes England de-risk land for housebuilders and developers.

A spokesman said: “Stephen has rebuilt our land operation, with the agency now getting a lot more surplus land into the market and setting high standards for placemaking, design and sustainability on our own developments.”

His departure follows a number of high-profile moves this year at Homes England under new chair Peter Freeman.

In January, Nick Walkley announced he would leave his chief executive role, subsequently joining Avison Young in July. Homes England chief of staff Amy Casterton left after four years leading the chief executive’s office, corporate governance and government relations.

Former chief investment officer Gordon More held the role of interim chief executive until the arrival of former Hyde boss Peter Denton last month . More is now a part-time senior advisor for JLL.
