Ministers may be penalised if they fail to get permission for taking certain new jobs within two years of leaving government.
New Whitehall anti-sleaze rules are being drawn up which propose that senior figures could lose part of their pension or severance payment if they fail to ask permission from the Advisory Committee on Business Appointments.
Under the proposals the committee would then be able to impose sanction or restrict activities, such as lobbying.
