Over the past few years there have been numerous reviews looking at ways to resurrect the high street, ways to fill empty shops, to stop consumers heading out of town or online for their goods.
Many of them have come up with great ideas, with big, long lists of recommendations, but are they actually forcing action? Does a landlord, a retailer, an entrepreneur, a local councillor or a minister actually take notice?
